Netanyahu issues new national security doctrine: strike first, and act alone on Iran if needed

Nine days before the Oct. 27 election, the Prime Minister published Israel's updated security doctrine and briefed reporters for two hours. It puts prevention and offense ahead of containment and defense, including preemptive strikes, and says Israel will act alone against Iran's nuclear program if it has to.

ConfirmedThat the doctrine was issued and what it says are confirmed by the Prime Minister's Office post and the quoted remarks, reported by Israel National News and Israel Hayom. Netanyahu's claims, such as '90% of the job is done' and that Iran's regime will fall, are his own statements, not verified facts.

On Sunday, Oct. 18, Prime Minister Benjamin Netanyahu released Israel's National Security Doctrine, written with the National Security Council under its director, Shmuel Ben Ezra. Israel Hayom called it the first full presentation in a decade. The Prime Minister's Office post at 12:21 PM ET quotes him saying the Oct. 7, 2023 attack forced Israel into a fierce war, and that the war required an upgrade of the traditional doctrine.

The doctrine lists ten principles. The first is preventing Israel's enemies from getting nuclear weapons, including by preemptive military action. Others cover deterrence through overwhelming force, continuous intelligence, initiative and surprise, layered defense with buffer zones, new alliances, and independence in weapons and technology.

On Iran, Netanyahu said, “If we need to act alone, we will act alone.” Israel Hayom quotes him saying the goals he set “do not depend on American approval.” He also said he has directed Israel's security agencies to work to bring down Iran's government. He said “90% of the job is done,” which is his own claim.

Israel votes on Oct. 27. Netanyahu presented the doctrine as part of the case for his re-election.

Alma: Hezbollah owned up to the seized explosives truck and wants it back

Alma says Hezbollah MP Hassan Fadlallah confirmed on Oct. 15 that the explosives-laden vehicle seized Oct. 5 at the Dahr al-Baidar checkpoint was Hezbollah's, said the cargo was meant for Israeli forces in south Lebanon, and demanded it back along with the two men held. Alma notes an Al-Akhbar report that prosecutors ordered the arrest of Hezbollah liaison chief Hussein Abdullah and aide Ali Ayoub; Hezbollah and judicial sources quoted by MTV deny it, and Alma says it cannot verify it.

Reported / UnverifiedAlma's account and analysis. Hezbollah's ownership claim is from its own MP. The arrest-order report is unverified and has been denied by judicial sources and Hezbollah.

Alma: Litani crossings struck in March are largely passable again

Alma's map of the Litani River bridges struck in March 2026. Red marks bridges it says remain destroyed; green marks repaired or replacement crossings.

In a new report, Alma says eight Litani River bridges hit in March 2026 have been patched or bypassed with temporary crossings, so routes south of the river appear open to Hezbollah again. It says Lebanese Army monitoring has not been confirmed at every active crossing, and it points to the Oct. 5 seizure of a Hezbollah explosives vehicle at the Dahr al-Baydar checkpoint as a test of enforcement.

Reported / UnverifiedAlma's assessment based on open-source and satellite information; not independently verified.

Satellite study of Hezbollah sites in Beirut's Dahieh due next week

Alma says it is finishing a satellite-imagery study of how Hezbollah spread its sites across Beirut's densely built Dahieh district during the war. It shared one image it says shows an Israeli drone over the area and said the full findings will come out next week.

Reported / UnverifiedAn announcement of upcoming research; the findings are not yet published.

Alma: Turkey seeks a broker's role between Damascus, Hezbollah and Beirut

Alma argues that Ankara is building influence in Syria and Lebanon through mediation, diplomacy and aid. It cites reports of a Syria–Hezbollah meeting in Turkey, which Damascus and Ankara denied, and Erdoğan's Sept. 21 call for an international force to replace UNIFIL.

Reported / UnverifiedAlma's analysis of media reports; the reported meeting was denied by Damascus and Ankara.
Alma Research and Education Center, @Israel_Alma_org

Who controls Lebanon's rebuilding money?

Citing reports that Washington and Beirut are designing an oversight mechanism to keep Hezbollah-linked firms out of reconstruction contracts, Alma argues that routing funds through the state is not enough, because Hezbollah and Amal allies hold posts in the institutions that run reconstruction.

Reported / UnverifiedAlma's analysis; the U.S.–Lebanon mechanism is described as reported, not announced.

Overnight the State Department and the U.S. Embassy in Riyadh issued a security alert telling Americans in the Middle East to exercise heightened vigilance and plan for possible flight cancellations, airspace closures and travel disruptions. Iran's new defense minister warns of “enormous damage” if U.S. attacks resume

Iran's parliament confirmed Mehrdad Akhlaghi as defense minister on Sunday, 237 votes of 277 cast, according to the government website cited by AFP. Right after the vote he told reporters the U.S. would “most likely not dare to attack,” but that if it did, “they themselves and the region will suffer enormous damage.” He replaces Aziz Nasirzadeh, killed in the Feb. 28 U.S.-Israeli strike on a leadership compound. Akhlaghi has led Iran's Defence Industries Organisation since 2013 and was sanctioned by the UN in 2007.

ConfirmedThe vote and his remarks are on the record, reported by AFP from Iranian state TV and the government website. The threat is Iran's own statement.

Police arrest 10 Israeli suspects over weekend settler attacks, including the assault on European diplomats

Israel Police said early Monday that 10 Israeli suspects were detained at dawn at several places in the central West Bank, in a joint operation with the Shin Bet, on suspicion of taking part in the weekend settler attacks on Palestinians and foreign diplomats. Police said evidence linking them to the attacks was found and several vehicles were seized; the first count was eight. Masked men attacked Belgian, French and Polish diplomats and a French mayor in Taybeh on Saturday, and the EU, France and Secretary of State Rubio pressed Israel to act. No charges have been announced.

ConfirmedThe arrests come from Israel Police statements carried by The Times of Israel and Haaretz; the number rose from 8 to 10 during the morning. Who was arrested and for which attack has not been made public, and no one has been charged. That the delegation was attacked is documented by video, the Belgian and Polish governments, the IDF and several news organizations. The EU, French and Rubio statements are on the record. The PMO had urged caution before assigning blame.

ConfirmedThe meeting date and Lebanon's positions come from the Lebanese presidency's own post and Reuters. The charge that Israel broke the framework is Lebanon's claim; Israel had not responded publicly as of this edition.
